The County of Sonoma (“County”), on behalf of Zero Waste Sonoma (“ZWS”) is requesting proposals from qualified firms (“Proposers”) for Construction Manager At-Risk Services (“Services”). ZWS is requesting submission of proposals (“Proposal” or “Proposals”) from firms, partnerships, corporations, associations, persons, or professional organizations qualified to be a Construction Manager at Risk (“CMAR Firm(s)”) to perform preparation and coordination of bid packages, scheduling, cost control, value engineering, evaluation, Preconstruction Phase Services, and Construction Phase Services (collectively, the “Services”), in connection with the Sonoma County Household Hazardous Waste Facility project (“Project”).
SUPPLIER PORTAL:
Login to the County of Sonoma's Supplier Portal to view the RFP and all supplemental documents. You must be registered in the County of Sonoma's Supplier Portal (https://esupplier.sonomacounty.ca.gov/ ) in order to login and view, upload, and download all solicitation documents, and to submit electronic proposals or bids. For questions regarding the Supplier Portal, email supplier-desk@sonomacounty.gov. It is incumbent upon all interested parties to check for any changes, including updates or addenda, by logging into the County’s Supplier Portal and reviewing the event. For questions regarding the Supplier Portal please email the EFS Supplier Desk at supplier-desk@sonomacounty.gov. ALL PROPOSALS MUST GO THROUGH THE SUPPLIER PORTAL.
MANDATORY PRE-BID CONFERENCE AND WALKTHROUGH:
Each Proposer is required to attend a Mandatory Site Visit pre-proposal meeting to be held on July 30, 2026, from 1PM to 2PM at the project site at 5885 Pruitt Avenue in Windsor. Failure to attend this meeting will preclude a firm from submitting a proposal. Attendance at the pre-proposal meeting will ensure the Proposer understands the full scope of the Services requested.
QUESTIONS:
Technical questions should be emailed to Ariana Catalinotto at ariana.catalinotto@sonomacounty.gov. Only questions received no later than 5:00 PM, August 6, 2026, will receive a response. An Addendum, if necessary, will post on the County’s Supplier Portal on August 14, 2026.
SUBMISSIONS:
The proposal must be received no later than 10:00 AM pacific standard time, on or before September 8, 2026. A Proposer can choose from the following options for submitting proposals:
Proposer shall submit the following:
1. Electronic submission via the County of Sonoma’s Supplier Portal
2. One (1) hard copy of the proposal to address below.
3. Thumb drive containing proposal documents
Proposers who elect to submit a hard copy along with a thumb drive shall submit in person or by courier (ex: DHL, FedEx, USPS, UPS) to the following address:

Include the firm name, Event ID: 2181 and “RFP SUBMITTAL – CMAR Household Hazardous Waste Facility Project” on outside of proposal package.
To ensure a smooth submission process if delivering in person:
1. Arrive early to allow time for check-in and any unforeseen delays.
2. Confirm that your proposal is complete and properly sealed before submission.
3. Hand-deliver the proposal to the front counter staff
4. If you use a third-party carrier service (e.g., UPS or FedEx), please refer to your tracking number for confirmation and delivery, as staff may not be able to confirm receipt on your behalf.
A combination of the listed options described above is highly recommended in the event the County’s Supplier Portal is impacted by technical difficulties or may be down due to unforeseen reasons. It is the Proposer’s responsibility to ensure that all proposals are received prior to 10:00AM on September 8, 2026. The County takes no responsibility for late proposals and only those proposals received by the due date will be considered for evaluation.
PREVAILING WAGE:
Prevailing Wage and Contractor Registration: Proposer is aware of the requirements of California Labor Code Section 1720, et seq., and 1770, et seq., as well as California Code of Regulations, Title 8, Section 16000, et seq., ("Prevailing Wage Laws"), which require the payment of prevailing wage rates and the performance of other requirements on "public works" and "maintenance" projects. Since Services are being performed as part of an applicable "public works" or "maintenance" project, as defined by the Prevailing Wage Laws, and the total compensation is $1,000 or more, Proposer agrees to fully comply with such Prevailing Wage Laws. ZWS shall provide Proposer with a copy of the prevailing rates of per diem wages in effect at the commencement of this Agreement. Proposer shall make copies of the prevailing rates of per diem wages for each craft, classification or type of worker needed to execute the Services available to interested parties upon request and shall post copies at the Proposer's principal place of business and at the project site. It is the intent of the Parties to effectuate the requirements of sections 1771, 1774, 1775, 1776, 1777.5, 1813, and 1815 of the Labor Code within this Agreement, and Proposer shall therefore comply with such Labor Code sections to the fullest extent required by law. Proposer shall defend, indemnify and hold ZWS, its officials, officers, employees, agents, and volunteers free and harmless from any claim or liability arising out of any failure or alleged failure to comply with the Prevailing Wage Laws.
