Zero Waste Sonoma (AGENCY) is seeking proposals for technical assistance for commercial entities in Sonoma County.
The primary objectives of this project are:
- Identify and provide technical assistance to priority Tier I and Tier II Edible Food Generators in Sonoma County who produce the most excess food so that they may understand and comply with SB 1383 food donation requirements. When appropriate, the contractor should also provide technical assistance to generators to increase organics and recycling diversion.
- Identify and provide technical assistance to food and beverage facilities who use the largest amount of disposable food ware in their current operations. The number of facilities identified in each jurisdiction should be proportional to the size of the population of the jurisdictions.
- Provide technical assistance to commercial generators located specifically in the City of Santa Rosa and who are the top waste generators, meaning they generate large amounts of garbage and have disproportionately low recycling or organics service. Assist these high priority waste generators with source reduction, diversion, and education to minimize contamination in the green and blue bins.
- Emphasize and encourage food donation and reusable food ware whenever possible, even if a generator or facility is not required by law or ordinance to do so.
- Integrate an equity lens into all work performed on this project to ensure that generators and facilities owned or operated by historically underrepresented and underserved communities are just as successful in implementing the desired programs.

Zero Waste Sonoma seeks innovative proposals from independent operators for reusable foodware to reduce waste generated by single-use disposables.
The Agency will entertain project types including but not limited to:
- Implementing reusables for on-site dining and/or takeout at food facilities such as cafés, restaurants, and institutional dining facilities
- Reusable cups, containers and other foodware items for on-site use at events and large gatherings
- Launching or expanding services that facilitate the use of reusables, such as dishwashing services, cup and container rental services, etc.
- Testing reusable solutions in real-world food-service scenarios to evaluate consumer demand and perception, and gather information on financial, operations, and environmental impacts
- Implementing reusable foodware systems operated by third-party vendors who provide, collect, wash, and redistribute the foodware
- Introducing reusable foodware for meal delivery apps and services, and other solutions that reduce the community’s dependence on single-use foodware items

The selected Proposer(s) would be paid a per ton rate that is set by through an agreement with the SCWMA, in exchange for siting, owning, building, and managing the facility, as well as processing the organic materials, and marketing the any finished products produced.

The Sonoma County Waste Management Agency (SCWMA) is seeking an agreement with a CONTRACTOR to perform home composting education services. The goal of this program is to inform as many Sonoma County residents as possible of the importance of landfill diversion through proper home composting/vermicomposting actions, how to obtain the resources necessary to compost at home, and how to maintain home composting systems such that the systems operate properly and minimize potential odors and pests. Contractor shall be responsible for the planning, reservation of venues, development of specific educational materials, staffing, surveying, and reporting for all aspects of this program.

The Sonoma County Waste Management Agency (AGENCY) is seeking proposals from interested and qualified contractors for transport and delivery of compostable materials to permitted composting facilities.
Slightly less than 100,000 tons per year of compostable material is currently accepted at the Central Disposal Site compost facility operated by the AGENCY for processing, composting, and sale of finished product. The County’s contractor currently transports compostable material from the Transfer Stations to the Central Disposal Site composting facility. This contract will expire upon notice from the County to Republic Services that the Master Operating Agreement is effective.
However, it is anticipated that the compost facility may be forced to close or reduce operations due to regulatory requirements. Depending on the ultimate outcome of the regulatory process, the AGENCY may be able to operate its current compost facility during a portion of the year. Although uncertain, it appears that at least some portion of the compostable materials currently processed at the Central Disposal Site will need to be composted elsewhere beginning October 1, 2014. The AGENCY may require transport and delivery services either on a seasonal or continual basis.

The Contractor will be required to receive, package, treat, store, and dispose of Household Hazardous Waste and Conditionally Exempt Small Quantity Generator wastes. The contract for services being sought under this Request for Proposals will be between the successful Proposer and the AGENCY. The AGENCY intends to award a contract for the period of July 1, 2014 through February 11, 2017.

The AGENCY is seeking information about contractors that are capable of providing composting services either as a solely private enterprise operating on private property under privately held operating permits, as a possible private/public partnership or as a contractor operating the AGENCY facility and composting program, including the current slate of related activities. As a starting point, the AGENCY is soliciting via this RFQ information about interested parties in order to conduct an evaluative process for potentially entering into a new agreement for a contract operator or a private enterprise with which the AGENCY could negotiate a contract for green waste diversion. The unique circumstances for the near-term future of the program, particularly the transition from the current location to a new program home, coupled with the desire to dramatically increase the volume and type of materials processed, provides the impetus for consideration of alternative diversion options of compostable/green material, including a new agreement.

The Sonoma County Waste Management Agency (AGENCY) is seeking an agreement with a CONTRACTOR to complete at least the following: 1) conduct all research and collect pertinent information using the most up-to-date lists of businesses, multifamily and public entities in Sonoma County, subject to draft mandatory commercial recycling regulation, 2) input required information in an Access database, 3) mail a personalized letter to those businesses and/or conduct outreach and education to all or a subset of Sonoma County businesses, multifamily and public entities about ARB/CalRecycle’s regulations and how to achieve compliance in advance of regulation-specified deadlines, 4) provide waste assessments technical assistance and follow-up to a certain number of business, multifamily and public entities subject to the regulation, and 5) report to the Agency Board of Directors and staff. CONTRACTOR must be able to provide the services detailed in Exhibit A-1 in both English and Spanish languages.
