C&D Facility Municipal Recovery Certification

Zero Waste Sonoma, RecycleSmart, and Solano County have partnered to develop a third-party C&D processing facility assessment and certification procedure called Municipal Recovery Certification (MRC). MRC will be used to evaluate facilities for their ability to meet AB 939, CALGreen, and local C&D Ordinance diversion requirements.

The Purpose of the Municipal Recovery Certification is to:

  • Provide a regional facility certification process, creating efficiencies for use by multiple jurisdictions.
  • Develop a comprehensive third-party assessment procedure that observes and reviews facility operations and record keeping.
  • Develop a tiered procedure and fee structure which recognizes that processing facilities are not all the same in terms of size, operation, and funding.
  • Provide technical and regulatory assistance for facilities that participate.

Zero Waste Sonoma is working with Sonoma County C&D Processors to  to verify and evaluate material diversion quantities. In addition, the Zero Waste Sonoma board of directors approved a model C&D ordinance to be adopted across County jurisdictions in the coming year. 

The model ordinance requires:

  • Applicants must separate and recover C&D materials including asphalt, concrete, plant and tree debris
  • Comply with CalGreen
  • Fast tracked permits for deconstruction for complete deconstruction, as well as additions and remodels
  • Buildings constructed in 1924 or earlier, or designated as historic must be deconstructed rather than demolished
  • C&D debris must be transported to a source separated facility OR mixed C&D processing facility that has been verified by a third party as recovering all recoverable material (RCI, SF, or MRC) OR self-haul
  • Applicants must submit a CD&D Materials Management Plan for official review, and Report of CD&D Materials Management for compliance and final permit approval
    • 65% recovery compliance or good faith effort compliance
    • Most jurisdictions will transition to using Green Halo as a tool for implementing this requirement - beginning with Permit Sonoma, City of Santa Rosa, Healdsburg, Windsor, and Sebastopol

Application Process

To obtain facility certification through the Municipal Recovery Certification (MRC) assessment process, download and complete the initial MRC application documents.

Application process:

  1. Select a consultant (preferred consultants list coming soon).
  2. Submit initial MRC application documents to the consultant.
  3. Provide payment to the consultant.
  4. Obtain and submit follow-up facility operations documentation.
  5. Schedule and complete facility site assessment.
  6. Send completed report to sloane.pagal@sonoma-county.org, and andy.buck@marincounty.gov
  7. Congratulations, your facility will then be listed as third-party verified in our system and Green Halo.
