Carpet and carpet padding

More than 320 million pounds of carpet are discarded in California landfills every year—carpet that could be
recycled into useful new products.

California is the first state to require a statewide carpet recycling program designed and implemented by carpet manufacturers with CalRecycle oversight. Carpet America Recovery Effort (CARE) is the manufacturers’ stewardship organization that implements the program.

The California Carpet Stewardship Program, administered by the non-profit Carpet America Recovery Effort (CARE), is charged with meeting the requirements for carpet recycling set by this law. In addition, CARE may be helpful to jurisdictions in reaching their AB 939 and AB 341 goals.

In 2018 alone, processors recycled 49 million pounds of carpet collected from California homes and businesses.
Post-consumer carpet is recycled into fiber or plastic pellets, which can be used to make a broad range of products
including carpet, carpet tiles, carpet underlayment, and products for industries including automotive, transportation,
and construction. To browse currently available products made with post-consumer recycled carpet visit

Small, manageable amounts of residential carpet may be collected through curbside Bulky Item Pickup service.
